# How set-aside certification works

Published 2026

A total small business set-aside generally relies on your firm's statement that it meets the size rules. The special Small Business Administration (SBA) programs require certification, an official review of whether your business qualifies.

SBA handles 8(a), HUBZone and veteran-owned certification. It also certifies WOSB and EDWOSB firms. Those women-owned programs have an SBA-approved third-party route, which still requires submission through SBA.

Start at [SBA Certifications](https://certifications.sba.gov/). SBA's application process has no application fee. A third-party certifier may charge for its services. Your own time gathering records is another cost.

**Live data:** example notices showing the certification each requires, with official notice links and date-stamp

Use those examples to connect a certificate with work you could perform. Pick a program because you meet its rules and see relevant purchases.

## Gather the shared records first

Expect to document who owns the business and who makes its decisions. Your company's formation records and signed operating agreement or bylaws need to match the application.

The portal's checklist depends on your business structure and program. Use it as your packing list. Read SBA's [supporting-document guidance](https://sbaone.atlassian.net/wiki/pages/viewpage.action?pageId=3450437661), then check current portal announcements for changes.

An unreadable upload can lead to a request for another copy. Conflicting ownership records can raise an eligibility problem. Resolve both before submitting.

## 8(a)

Apply through [SBA Certifications](https://certifications.sba.gov/).

For an individually owned firm, prepare financial records for the business and qualifying owners. You also need evidence that the business can succeed, including its history of contract performance.

SBA's September 2026 guidance calls for two years of business tax returns showing operating revenue and proof of performance in the firm's primary industry. A waiver has separate requirements. [Read the current readiness guidance](https://certifications.sba.gov/faq/8_a_Potential_For_Success_FAQ.pdf).

Social disadvantage also has a new evidence-based test. An old personal narrative does not satisfy it. Follow the [current social-disadvantage instructions](https://certifications.sba.gov/faq/8_a_Social_Disadvantage_Guidance_8-28-2026.pdf).

SBA states a 90-day processing period after an application is complete (13 CFR 124.204). Document requests add time. For applications returned under the 2026 rule change, SBA says it cannot give an individual processing estimate. [Read the updated application guidance](https://certifications.sba.gov/faq/8_a_Social_Disadvantage_Regulation_Change_FAQ_Volume_Two.pdf).

Missing financial records or unsupported eligibility claims can lead to further questions or denial.

## HUBZone

Apply through [SBA Certifications](https://certifications.sba.gov/).

HUBZone means Historically Underutilized Business Zone. Prepare records showing the business's principal office, the office defined by the program's rules, and where employees live.

Expect to provide a lease or deed and payroll records. The application also asks for employee work locations and residence evidence. A mailing address alone will leave a gap.

SBA's rule calls for a decision within 60 calendar days after receipt of a complete package. Conflicting employee information can cause denial. [Read the processing rule](https://www.ecfr.gov/current/title-13/chapter-I/part-126/subpart-C/section-126.306).

Check the [official HUBZone map](https://maps.certify.sba.gov/hubzone/map) before spending time on the application.

## VetCert for SDVOSB

Apply for Veteran Small Business Certification, called VetCert, through [SBA Certifications](https://certifications.sba.gov/).

Gather ownership and management records. SBA verifies veteran and service-disabled status with the VA; have your service records available if clarification is needed. An LLC needs a signed operating agreement.

Budget about a month as a planning allowance and check the current queue. SBA's FAQ describes a 30-day average review goal for complete applications, with longer reviews possible for complex ownership. [Read the VetCert FAQ](https://sbaone.atlassian.net/wiki/pages/viewpage.action?pageId=2855665828).

Missing management records or unanswered document requests can stop the review. Use the [SDVOSB self-check](sdvosb-explained.html) for eligibility details.

## VetCert for VOSB

Apply for Veteran Small Business Certification, called VetCert, through [SBA Certifications](https://certifications.sba.gov/).

VOSB means Veteran-Owned Small Business. Unlike SDVOSB, it does not require service-disabled status. Qualifying veterans must own at least 51% of the business and control its daily operations and long-term decisions.

Gather the same ownership and management records as SDVOSB. SBA verifies veteran status with the VA. The review timeline follows the same VetCert process. Use the [VOSB guide](vosb-explained.html) for eligibility details, including how the VA's Vets First program gives VOSBs priority on VA contracts.

## WOSB

Apply through [SBA Certifications](https://certifications.sba.gov/).

WOSB means Women-Owned Small Business. Prepare proof of citizenship for qualifying owners and records showing ownership and control. Signed company documents must support what you say about who runs the firm.

SBA aims to decide complete applications within 90 calendar days whenever practical. Missing signatures or inconsistent voting rights can prompt follow-up questions. [Read the WOSB processing rule](https://www.ecfr.gov/current/title-13/chapter-I/part-127/subject-group-ECFR0eb5aaaad9d5f0e#se13.1.127_1304).

If you use an approved third-party certifier, you still need to submit the required proof to SBA.

## EDWOSB

Apply through [SBA Certifications](https://certifications.sba.gov/).

EDWOSB means Economically Disadvantaged Women-Owned Small Business. Add the required financial information to the WOSB records.

Expect personal and business tax returns, business financial statements and details about the qualifying owners' finances. The application may require spouse financial information, too.

The same 90-day goal for complete packages applies. Missing tax schedules or financial figures that conflict with the records can trigger questions.

## Buy Indian

The Buy Indian Act reserves certain contracts from the Bureau of Indian Affairs and Indian Health Service for Indian-owned businesses. This is separate from SBA's programs.

An Indian Economic Enterprise must be at least 51% owned by enrolled members of federally recognized tribes or by the tribes themselves, with qualifying control of daily operations. The qualifying owners must also receive at least 51% of the earnings from the contract.

There is no separate application. You establish eligibility through the IEE representation submitted with your offer on a specific solicitation. An ISBEE is an Indian Economic Enterprise that is also small under SBA size rules; contracting officers must consider ISBEEs before other Indian Economic Enterprises.

## Local Area set-asides

After a Presidential disaster or emergency declaration, a contracting officer may limit competition to firms that reside or do business primarily in the affected area. No certification is needed. If you operate in a declared disaster area, watch for these notices; the geographic requirement is the main screen.

## Choose your next application

Write down the program you appear to qualify for and the relevant notices you found. Check the current eligibility questionnaire.

For SBA programs, download that program's document checklist from [SBA Certifications](https://certifications.sba.gov/). For Buy Indian, review the solicitation's IEE representation requirements instead. Assign a person to gather each missing record, and set a date to review the complete package before submitting.
